Section 11

Where justified reasons of emergency so warrant, the Governor may, in addition, resolve matters reserved for the Board, in consultation with the Vice Governor, or his or her substitute, and a member of the Board, or, in the event of absence, impediment or vacancy of the position of Vice Governor, with two members of the Board; and must account to the Board at its immediately succeeding meeting for any resolutions so adopted. This power may also be exercised by the person replacing the Governor.
